Reverse Mortgage in Scottsdale, AZ

On Scottsdale city's Census median of $789,800, an age-70 HECM leftover is about $266,430 before liens. After about $266,000 of first-mortgage payoff, almost nothing remains on this median. Some foothills parcels still exceed the 2026 HECM cap, so a proprietary jumbo comparison is a real file, not an afterthought. Homeowners 62 or older (55 on some proprietary programs) can use a reverse mortgage with no required monthly mortgage payment on that reverse loan. You keep title and still pay taxes, insurance, and HOA dues. I live in San Marcos. Arizona does not add California's seven-day counseling wait.

Jay Zayer, CRMP, is an independent reverse mortgage broker. This page is the Scottsdale reverse mortgage resource on ReverseMortgage.coach. It is written for homeowners in the City of Scottsdale, in Maricopa County, Arizona, not for Phoenix, Paradise Valley, Fountain Hills, Tempe, Carefree, or Cave Creek, and not for the Salt River Pima-Maricopa Indian Community.

What matters for a Scottsdale homeowner

  • City median value is $789,800, below the 2026 HECM cap, but some foothills parcels sit above it.
  • Age-70 leftover before liens is about $266,430, roughly twice Phoenix or Mesa leftover on those city medians.
  • Floodplain work is City Chapter 37, not Mesa's Flood Control District Dependent list. Indian Bend Wash is not automatic SFHA status.
  • Four Historic Property overlay districts and McDowell Sonoran Preserve wildland-urban interface insurance can add time, not an automatic no.
  • Guest houses and ADUs are different uses under Zoning Ordinance section 7.900.
Illustrative HECM figures, not a quote. Expected rate 7.000% as of 22 September 2026. No existing liens in this row. After about $266,000 of first-mortgage payoff, almost nothing remains on this median.
Home value used $789,800
Value source Census QuickFacts, Scottsdale city median owner-occupied value, 2020-2024 ACS
Youngest borrower age 70
PLF at 7.000% 37.0%
Gross principal limit $292,226
Initial MIP (2.00% of MCA) $15,796
Origination (HUD cap rules) $6,000 (HUD cap)
Third-party costs (illustration) about $4,000
Leftover before liens $266,430

MCA is the lesser of the appraised value and the 2026 HECM limit of $1,249,125. Leftover subtracts initial MIP (2.00% of MCA), origination (HUD-capped), and about $4,000 of third-party costs. Existing mortgages come out next. The calculator and the Home Value Range Estimator are directional only. An AVM is not an appraisal.

A reverse mortgage can let a Scottsdale homeowner 62 or older (55 on some proprietary programs) convert part of home equity into a line of credit, lump sum, or monthly advances without a required monthly mortgage payment on that reverse loan. The home remains yours. You still pay property taxes, homeowners insurance, flood insurance if required, HOA dues, and any special assessments.

How much you may access is not the home's value and not the 2026 FHA Maximum Claim Amount of $1,249,125. On a HECM it is a principal limit, then leftover cash after costs and existing liens. City of Scottsdale files often need extra review because city medians sit below the federal cap while some foothills parcels sit above it, remaining first mortgages can still consume leftover cash, four Historic Property overlay districts can add exterior-review delays, Chapter 37 flood mapping still has to be checked parcel by parcel, wildland-urban interface insurance can matter near the McDowell Sonoran Preserve, HOA dues in master-planned tracts enter residual-income math, and occupancy has to be a principal residence, not a winter-only house. Those facts change documentation. They do not create a citywide yes or no. The reverse mortgage calculator is the starting point for numbers. It does not ask for your name, email, phone number, or Social Security number. This page is the starting point for Scottsdale-specific property questions.

Reverse Mortgages in Scottsdale, Arizona

Scottsdale is a Maricopa County city northeast of Phoenix. It is not Phoenix, not Paradise Valley, and not Fountain Hills. Tempe is a separate city to the south. Carefree and Cave Creek are separate towns to the north. The Salt River Pima-Maricopa Indian Community is not the City of Scottsdale. A listing, a golf-club name, or a ZIP that also serves a neighbor does not decide which city issued the permit or which treasurer sent the tax bill.

Census Bureau QuickFacts (July 1, 2025 population estimate; housing figures from 2020-2024 ACS) reports Scottsdale city population at 243,006, with 26.4% of residents age 65 and older, 67.0% owner-occupied housing, and a median owner-occupied home value of $789,800. Selected monthly owner costs were $2,577 with a mortgage and $772 without. Land area is 184.00 square miles, or about 1,311.7 people per square mile. Maricopa County as a whole had 4,689,558 residents, 17.7% age 65 and older, 65.2% owner-occupied housing, and a median owner-occupied value of $452,800. Scottsdale is older and more expensive than the county. Combined table: Census QuickFacts, Scottsdale city and Maricopa County .

For a reverse mortgage, those city figures matter because $789,800 is below the 2026 HECM Maximum Claim Amount of $1,249,125, but it is not a Phoenix or Mesa leftover story. On a typical Scottsdale-median file, MCA is the appraised value. Age-70 leftover after costs is about $266,430 before liens. That is roughly twice Phoenix leftover on a $420,700 median and twice Mesa leftover on a $408,000 median. Some north Scottsdale and McDowell foothills parcels still appraise above $1,249,125. On those files MCA is the federal cap, and a proprietary jumbo reverse mortgage is the comparison, not an afterthought.

Three HUD-insured and proprietary structures show up on Scottsdale files. A HECM is FHA-insured and uses HUD Principal Limit Factors. A proprietary reverse mortgage is a lender program, not FHA-insured, and can use different age floors, property rules, and loan limits. A Reverse Mortgage Second is a proprietary second lien that can, if the first loan qualifies, leave an existing first mortgage in place. None of those products is a citywide yes. The dwelling, occupancy, liens, insurance, and residual income still have to work.

How a Scottsdale Property Gets Reviewed

The file starts with the grant deed, the tax bill, and a current occupancy story, not with a north Scottsdale label. HUD tests the dwelling under 24 CFR 206.45 and required repairs under 24 CFR 206.47. Title has to match how the home is owned. Occupancy has to match 24 CFR 206.39. Flood insurance, if the dwelling is in a Special Flood Hazard Area, has to match 24 CFR 206.45(c).

Scottsdale-specific review usually means checking eight things that do not appear on a generic Arizona landing page. First, confirm the parcel is inside the City of Scottsdale, not Phoenix, Paradise Valley, Fountain Hills, Tempe, Carefree, or Cave Creek. Second, check whether the lot sits in one of four Historic Property overlay districts. Third, pull the FEMA map against Scottsdale Chapter 37, not Mesa's Flood Control District Dependent list. Fourth, ask whether homeowners insurance will bind if the house sits near the McDowell Sonoran Preserve. Fifth, separate a guest house from an ADU under section 7.900. Sixth, separate HOA-governed master-planned tracts from older central Scottsdale lots. Seventh, if the home is manufactured, separate M-H park space from a fee-simple lot. Eighth, if the borrower winters elsewhere, document principal-residence occupancy instead of assuming a golf-community mailing address answers HUD's question.

Those reviews change the calendar more often than they change eligibility. Straightforward HECM files I originate often close in about 30 to 45 days. Arizona does not impose California's seven-day counseling wait. HUD-approved counseling is still required for a HECM. Historic, flood, insurance, condo, ADU, HOA, and occupancy exceptions more often push a Scottsdale file toward 45 to 60 days.

Locate a HUD-approved counselor through HUD's HECM counselor search . Counseling is independent of my brokerage.

How Much Can a Scottsdale Homeowner Get?

Principal limits and HECM-for-Purchase down payments below use HUD PLFs at a 7.000% expected rate, as of 22 September 2026. See HECM principal limit factors. Your file uses the expected rate locked at origination. For an ARM, expected rate is 10-year CMT plus the lender margin, rounded to the nearest 0.125%.

On a HECM, the Maximum Claim Amount is the lesser of the appraised value and the 2026 nationwide limit of $1,249,125 (HUD Mortgagee Letter 2025-22). Gross principal limit equals MCA times the Principal Limit Factor for the youngest borrower or eligible non-borrowing spouse. Net proceeds equal that principal limit minus existing liens, initial MIP of 2.00% of MCA (ML 2017-12), origination, third-party closing costs, and any LESA. Origination is the greater of $2,500 or 2% of the first $200,000 of MCA plus 1% of the remainder, capped at $6,000.

Worked example on Scottsdale city's Census median of $789,800, at 7.000% as of 22 September 2026, with no existing liens and about $4,000 in third-party costs. This is an illustration, not a quote.

Illustrative HECM gross principal limits on a $789,800 City of Scottsdale median-value home at a 7.000% expected rate, as of 22 September 2026. Not a quote.
Youngest borrower age PLF at 7.000% Gross principal limit
62 31.2% $246,418
70 37.0% $292,226
72 37.2% $293,806
75 40.0% $315,920
80 44.6% $352,251

Initial MIP on $789,800 is $15,796. Origination calculates to $9,898 and then hits the $6,000 HUD cap, so origination is $6,000. Third-party costs of about $4,000 bring the age-70 cost stack to $25,796. Leftover cash before existing liens is $266,430. That leftover is the figure a remaining first mortgage has to fit inside.

After a $200,000 first, leftover is about $66,430. After $250,000, about $16,430. After about $266,000, almost nothing remains on this median. HECM for Purchase on the same $789,800 value, age 70, leaves about $523,370 as cash to close before other purchase costs. Run the calculator on your appraised value, age, and liens rather than treating the city median as your quote.

If the appraisal is $1,249,125 or higher, MCA is the federal cap. Age-70 gross principal limit at 7.000% as of 22 September 2026 is $462,176 on that cap, not a percentage of a $2 million listing price. Proprietary jumbo programs can look at the equity above the HECM cap. That is why Scottsdale files get a HECM and a proprietary comparison on the same worksheet more often than Phoenix or Mesa median files do. I do not publish neighborhood dollar bands from listings. The appraisal decides whether you are on the median leftover story or the cap story.

Historic Property Overlay and Older Homes

Scottsdale has four historic districts: Village Grove 1-6, Town and Country Scottsdale, Villa Monterey Units 1-7, and Sands North Townhouses. Designation uses Historic Property overlay zoning, shown as an HP suffix on the zoning map. The Historic Preservation Commission reviews exterior alterations and demolition requests for buildings on the Scottsdale Historic Register. Source: City of Scottsdale Historic Preservation Program .

Historic status does not deny a reverse mortgage. HUD still asks whether the dwelling is insurable and whether required repairs can be completed. What historic review does add is process. Exterior work, window replacement, additions, and some repair items that an appraiser flags can require Commission approval before the City will issue a building permit. If the file needs that permit to clear a HUD repair condition, the historic calendar becomes the closing calendar.

Individual buildings on the Scottsdale Historic Register, including churches and commercial properties, are not the same as living in one of the four residential historic districts. Old Town is a place name, not an automatic HP overlay. Scottsdale's overlay is also not Phoenix's 36 residential historic districts and not Mesa's eight MHPR districts. The map, not the neighborhood nickname, decides.

Indian Bend Wash, Chapter 37 and Flood Insurance

Scottsdale participates in the National Flood Insurance Program. Floodplain administration is a City of Scottsdale function under Chapter 37, Stormwater and Floodplain Management, not a District Dependent assignment to the Flood Control District of Maricopa County. Mesa is on that District Dependent list. Scottsdale is not. Maricopa County directs Scottsdale floodplain questions to the City at 480-312-2356. Official page: Scottsdale Floodplain Management .

Indian Bend Wash is the city's signature flood-control corridor, a greenbelt and channel system built with the Flood Control District and the U.S. Army Corps of Engineers and completed in 1985. It conveys stormwater toward the Salt River and includes parks, golf, and trails. Living next to the greenbelt is not automatic Special Flood Hazard Area status. HUD's rule is still 24 CFR 206.45(c): if the dwelling is in an SFHA, the community must participate in the NFIP and a qualifying flood policy must be in force. A golf-course view or a wash easement is not a substitute for the FIRM panel.

North Scottsdale also has alluvial-fan AO mapping and Environmentally Sensitive Lands overlay drainage rules that are not the same as a mapped AE zone. If the appraisal, the title commitment, or the lender overlay asks for a flood determination, use the current FEMA map and the City's floodplain staff for that parcel.

Wildland-Urban Interface and Homeowners Insurance

Scottsdale's McDowell Sonoran Preserve puts a large wildland edge against residential development. The City and Scottsdale Fire Department treat parts of that edge as wildland-urban interface, with defensible-space guidance, brush patrols, and contractor hot-work notice in designated WUI and open-space areas. The June 2023 Diamond Fire burned about 1,960 acres, including acreage in the Preserve's Gooseneck area and Maricopa County McDowell Mountain Regional Park. That is a different WUI map from Phoenix South Mountain, Mesa's Usery edge, or Tucson's Tucson Mountains.

Wildland-urban interface location does not approve or deny a reverse mortgage. It can change whether homeowners insurance will bind, what it costs, and whether the policy meets HUD and lender requirements. Bind coverage before you treat the file as ready to close. A north Scottsdale foothills address is not automatically uninsurable, and a central Scottsdale tract is not automatically outside the insurance conversation if the carrier's map says otherwise. Foothills Overlay and Environmentally Sensitive Lands / Natural Area Open Space rules can also affect what vegetation and repairs are allowed next to a house. Check the zoning map rather than assuming a Preserve-adjacent listing is ordinary suburban insurance.

ADUs and Guest Houses in Scottsdale

Scottsdale administers accessory dwelling units under Zoning Ordinance section 7.900. Ordinance 4687 (September 30, 2025) updated those rules to comply with Arizona House Bill 2928. Official page: City of Scottsdale Accessory Dwelling Units . This is not California SB 9, not Phoenix section 706.A, not Mesa 11-31-3, and not Tucson UDC 6.6.3.

City rules distinguish a guest house from an ADU. A guest house cannot be rented separately and must share utilities with the main house. An ADU can be rented separately, must be separately metered, and is limited to one attached and one detached unit per single-family lot, plus a restricted-affordable detached unit on lots of one acre or more. The first ADU is limited to 1,000 square feet or 75% of the main dwelling, whichever is less. If an ADU is rented, the owner must reside on the premises. Portions of Scottsdale sit near Scottsdale Airport and Phoenix Sky Harbor; HB 2928 narrowed the airport-vicinity exclusion.

For a reverse mortgage, the underwriting question is whether the unit is permitted, how it is used, and whether the property remains a one-to-four unit dwelling the borrower occupies as a principal residence. Unpermitted conversions show up on appraisal and title. A rented ADU can change occupancy, insurance, and residual-income math. Do not assume a casita or guest house is invisible to HUD because the listing called it extra living space.

Condos, Duplexes, Triplexes, Fourplexes and Other Scottsdale Properties

A HECM can be placed on a one-to-four unit property if the borrower occupies one unit as a principal residence. Legal unit count has to match zoning, permits, and how the property is actually used. A Scottsdale duplex that was converted without permits is a different file from a legally recorded two-unit property.

Condominiums add project review. A HECM generally needs HUD project approval or FHA Single Unit Approval. Proprietary programs may use different project rules. Master insurance, owner-occupancy mix, litigation, and special assessments all matter. Do not assume a building is approved because a neighbor closed a reverse mortgage years ago, or because the complex sits in a golf or lock-and-leave community.

Manufactured Homes and Scottsdale Property Rules

Some manufactured homes can qualify for a reverse mortgage. Many cannot. The split is usually title, foundation, and land, not the fact that the home was built in a factory. Scottsdale regulates manufactured homes under the M-H zoning district, including sections 5.2000 through 5.2004. Parks have a ten-acre minimum and per-space dimensional standards. Those are different collateral patterns from a site-built house on a fee-simple lot.

HUD and most reverse-mortgage lenders want the home titled as real property, on land the borrower owns, with a recorded permanent foundation that meets program requirements. A leased park space is a different file from a fee-simple lot. Do not treat every Scottsdale manufactured home as eligible, and do not invent a citywide park inventory from a map search. The title commitment and the foundation documentation decide.

Existing Mortgages, HELOCs, HOAs and Special Assessments

A first-lien HECM or proprietary reverse mortgage generally pays off existing mortgages and HELOCs at closing. On Scottsdale city's median, leftover before liens is $266,430 at age 70. That is more room than Phoenix or Mesa medians, but a remaining first near $266,000 can still leave almost no cash. That is why a Reverse Mortgage Second is a separate conversation, not an automatic add-on.

HOA dues are a property charge. HUD's financial assessment looks at residual income after those dues. Master-planned Scottsdale tracts, including communities such as McCormick Ranch, Gainey Ranch, and DC Ranch, commonly have associations. Older central Scottsdale lots often do not. I do not publish dues bands from listings. The current association statement belongs in the file. Special assessments and other recorded obligations stay after closing. Arizona has not enacted a statewide residential PACE program as of this page's research. The recorded instrument and the tax bill still decide whether any similar charge exists.

HECM vs. Proprietary Reverse Mortgages in Scottsdale

A HECM is FHA-insured. It uses HUD Principal Limit Factors, HUD occupancy and property rules, and the 2026 MCA of $1,249,125. On the city median, the HECM question is leftover cash after costs and liens, not whether the house exceeds the federal limit. On a foothills appraisal above that cap, HECM proceeds stop at the cap times the PLF.

A proprietary reverse mortgage is not FHA-insured. Some programs start at age 55. Some will look at property types or loan amounts a HECM will not, including equity above the HECM cap. Some cost more. Proprietary is not automatically better because Scottsdale values are high, and HECM is not automatically better because it is FHA-insured. Compare both on the same property. See HECM vs proprietary.

Reverse Mortgage Seconds and Existing First Mortgages

A Reverse Mortgage Second is a proprietary second-lien reverse mortgage. It is not a HECM. If the existing first is a qualifying fixed-rate fully amortized loan and the property and borrower fit the program, the second can sit behind that first so the first stays in place. That can matter when a Scottsdale homeowner wants cash without paying off a low-rate first, even if leftover HECM cash would cover the payoff.

It is not a default solution. The first lien, equity, occupancy, and lender overlays still have to work. See Reverse Mortgage Seconds.

HECM for Purchase in Scottsdale

HECM for Purchase can help a homeowner 62 or older buy a principal residence in Scottsdale and use a HECM for part of the purchase. You still bring a large down payment. HUD proceeds are the principal limit, not the purchase price. On the city median of $789,800 at age 70 and 7.000% as of 22 September 2026, leftover after the standard cost stack is $266,430, so cash to close is about $523,370 before other purchase costs. If the purchase price is above $1,249,125, HECM proceeds are still calculated from the cap.

Scottsdale purchase files still have to clear the same property tests: city line, historic overlay, flood determination, insurance, HOA, and occupancy. Buying next door in Paradise Valley or Fountain Hills is a different city's job. A shorter purchase article remains at Scottsdale purchase reverse mortgages. See also HECM for Purchase.

Property Taxes, Limited Property Value and the Senior Freeze

A reverse mortgage does not pay off property taxes. City of Scottsdale taxes are billed through Maricopa County. Most of the bill is calculated from Limited Property Value, not from today's sale price. Proposition 117 generally limits annual LPV increases to 5 percent. A reverse mortgage is not a sale and does not by itself reset that base. Assessor overview: Maricopa County Assessor valuation notice .

Senior Valuation Protection, often called the Senior Freeze, is a separate Maricopa County Assessor program. If you already qualify, keep the assessor's rules in view when you change occupancy or ownership. I do not quote income or age cutoffs from memory. Confirm current eligibility with the assessor: Senior Valuation Protection . Fountain Hills and Paradise Valley parcels use the same county assessor only if they are in Maricopa County. Confirm the tax bill, not the mailing city.

Occupancy, Snowbirds and Principal Residence

A HECM requires the borrower to occupy the home as a principal residence (24 CFR 206.39). Seasonal travel does not automatically disqualify the loan. A house that is actually a second home, a rental, or a winter-only stop does. The application, the driver's license, tax returns, and how the home is used have to tell the same story.

Scottsdale's 65-and-older share is 26.4%, versus 17.7% in Maricopa County. Winter-resident files come up here more often than in Mesa or central Phoenix. A listing that says snowbird, seasonal, or lock-and-leave is marketing copy, not an underwriting decision. If you spend part of the year elsewhere, say so early so occupancy documentation is part of the file instead of a last-week surprise.

What Can Delay a Scottsdale Reverse Mortgage?

Straightforward HECM files I originate often close in about 30 to 45 days. Arizona does not have California's seven-day counseling wait. HUD-approved counseling is still required. Scottsdale files more often stretch toward 45 to 60 days when one of these is open:

  • Historic Preservation Commission review in one of the four HP overlay districts.
  • Flood determination under Chapter 37, Indian Bend Wash mapping, or flood-insurance placement.
  • Homeowners-insurance binding near the McDowell Sonoran Preserve or other WUI fuels.
  • Condo project approval or FHA Single Unit Approval.
  • Unpermitted ADUs, guest houses, or conversions under section 7.900.
  • HOA statements, special assessments, or missing association documents.
  • Manufactured-home title, foundation, or leased-land questions in M-H zoning.
  • Occupancy documentation for a second home or snowbird pattern.
  • Repair set-asides the appraiser flags.

Scottsdale Reverse Mortgage Questions Homeowners Ask

Can I get a reverse mortgage in Scottsdale?

Yes, a City of Scottsdale homeowner can potentially qualify for a reverse mortgage if age, occupancy, equity, and property requirements are met. The City of Scottsdale is in Maricopa County and is not the same as Phoenix, Paradise Valley, Fountain Hills, Tempe, Carefree, or Cave Creek. The Salt River Pima-Maricopa Indian Community is not the City of Scottsdale. The file is originated against a specific parcel, not against a north Scottsdale or Old Town mailing label.

How much can I get from a reverse mortgage in Scottsdale?

On a HECM, proceeds equal the Maximum Claim Amount times a Principal Limit Factor for the youngest borrower or eligible non-borrowing spouse, at the expected rate locked for the case. For 2026, MCA is the lesser of the appraised value and $1,249,125. Scottsdale city's Census median owner-occupied value of $789,800 is below that cap, so MCA on a typical median is the appraised value. Some Scottsdale homes appraise above the cap. MCA is not cash to the homeowner. On that median at age 70 and a 7.000% expected rate as of 22 September 2026, leftover before liens is about $266,430. After about $266,000 of first-mortgage payoff, almost nothing remains on that median. If the appraisal is above $1,249,125, HECM proceeds are still calculated from the cap.

What is the 2026 HECM limit?

The 2026 nationwide HECM Maximum Claim Amount is $1,249,125 (HUD Mortgagee Letter 2025-22). That figure is the FHA insurance cap, not the cash a Scottsdale homeowner receives. Principal limit, costs, and existing liens still apply. If the appraisal is higher than $1,249,125, HECM proceeds are still calculated from that cap. A proprietary jumbo reverse mortgage is the comparison on those files.

What are the requirements for a reverse mortgage in Scottsdale?

For a HECM, the youngest borrower must be 62, own the home, and occupy it as a principal residence. HUD-approved counseling is required. Arizona does not add California's seven-day counseling wait. The property must meet FHA dwelling rules (24 CFR 206.45), and you must keep paying Scottsdale property taxes billed in Maricopa County, insurance, and HOA dues. Proceeds depend on age, expected rate, and leftover cash after costs and existing liens, not on a 50-percent-equity rule. Some proprietary programs start at 55. Jay is licensed in Arizona (AZ #1022722) and lives in San Marcos. A Scottsdale mailing label that is actually Paradise Valley, Fountain Hills, Phoenix, or the Salt River Pima-Maricopa Indian Community is a different page.

What disqualifies you from a reverse mortgage in Scottsdale?

A HECM can fail if the youngest borrower is under 62, the house is not the principal residence, a remaining first mortgage exceeds leftover cash after costs, required flood or hazard insurance will not bind, property taxes or HOA dues are not payable, the dwelling is not an eligible 1-to-4 unit or approved condo, or a manufactured home is on leased land that does not meet HUD and lender overlays. Historic Property overlay, Indian Bend Wash nearby, a guest house, or an ADU does not automatically disqualify the file. An appraisal above $1,249,125 does not disqualify a HECM; proceeds are still calculated from the cap. HUD does not publish a Scottsdale FICO cutoff. The financial assessment looks at property-charge history and residual income.

What is the biggest problem with a reverse mortgage in Scottsdale?

Search results often treat Scottsdale as a 50-percent-equity or jumbo-only market. A HECM does not use a 50-percent-equity rule. On the city Census median of $789,800 at age 70 and a 7.000% expected rate as of 22 September 2026, leftover before liens is about $266,430. After about $266,000 of first-mortgage payoff, almost nothing remains on that median. You keep title. Heirs are not personally liable for a shortfall (24 CFR 206.27(b)(8)). Jumbo products are a comparison when the appraisal exceeds $1,249,125, not the default for a typical city-median file. You still pay taxes, insurance, and HOA dues after closing.

Which banks offer reverse mortgages in Scottsdale?

A reverse mortgage is not a checking-account product at a particular Scottsdale bank. HECMs are originated by FHA-approved lenders and brokers. Local loan-officer pages appear in Scottsdale map results because they have Arizona storefronts. Those listings are not leftover-cash math on a remaining first, and they are not a jumbo quote just because the mailing label says north Scottsdale. Jay Zayer, CRMP, originates as an independent broker from San Marcos (AZ license #1022722) and compares HECM, proprietary jumbo, and Reverse Mortgage Seconds on the parcel. HUD-approved counseling is independent of any lender.

Does bad credit stop a reverse mortgage in Scottsdale?

Not automatically. HUD does not publish a Scottsdale FICO cutoff for HECMs. The financial assessment looks at property-charge history and residual income. Unpaid Scottsdale property taxes billed in Maricopa County, lapsed homeowners insurance, or HOA delinquencies are the credit facts that more often stop or delay a file. A Life Expectancy Set-Aside can pay taxes and insurance from the loan if residual income is thin. Proprietary jumbo lenders set their own overlays. A claim that there is no credit review is not the HUD financial-assessment rule.

Is the City of Scottsdale the same as Maricopa County for a reverse mortgage?

No. This page is written for the City of Scottsdale. Maricopa County is a much larger jurisdiction that includes Phoenix, Mesa, Tempe, and other cities and unincorporated communities. Permits, Historic Property overlay review, floodplain administration, and tax bills change at the city line. Confirm the grant deed and tax bill, not the ZIP code or a listing that says north Scottsdale, Paradise Valley, or Fountain Hills.

Does being in a Scottsdale historic district prevent a reverse mortgage?

No. The City of Scottsdale has four historic districts: Village Grove 1-6, Town and Country Scottsdale, Villa Monterey Units 1-7, and Sands North Townhouses. Historic Property overlay zoning uses an HP suffix. Historic status does not automatically deny a reverse mortgage. HUD still tests the dwelling under 24 CFR 206.45 and required repairs under 24 CFR 206.47. Historic Preservation Commission review of exterior alterations can matter when appraisal repairs or unpermitted work are part of the file.

Can I get a reverse mortgage if my Scottsdale home is in a flood zone?

Yes, a Scottsdale home can potentially qualify for a reverse mortgage while located in a flood zone. The property must still satisfy the applicable FHA/HUD and flood-insurance requirements. HUD's HECM rule is 24 CFR 206.45(c): if the dwelling is in a Special Flood Hazard Area, the community must participate in the NFIP and a qualifying flood policy must be maintained. Scottsdale participates in the NFIP and administers floodplain rules under City Code Chapter 37, Stormwater and Floodplain Management. That is not Mesa's District Dependent FCD arrangement and not Phoenix Chapter 32B. Indian Bend Wash is a real flood-control corridor through the city. Living near a wash or a golf-course greenbelt is not the same as being mapped in a Special Flood Hazard Area. Check the parcel on FEMA's map, not the neighborhood name.

Does wildland-urban interface fire risk prevent a reverse mortgage in Scottsdale?

No. A wildland-urban interface location does not by itself approve or deny a reverse mortgage. It can change homeowners-insurance availability, premium, and whether the file can bind coverage that HUD and the lender will accept. Risk is higher where development meets desert fuels along the McDowell Sonoran Preserve, including north Scottsdale foothills tracts. Central Scottsdale and Old Town are not automatically outside that insurance conversation if the carrier's map says otherwise. Check current insurance quotes for the parcel.

Can I get a reverse mortgage if I have an ADU or guest house?

An ADU or guest house does not automatically qualify or disqualify a Scottsdale reverse mortgage. Scottsdale treats guest houses and ADUs as different land uses. A guest house cannot be rented separately from the main house and must share utilities. An ADU under Zoning Ordinance section 7.900 can be rented separately, must be separately metered, and is limited in number and size. Unpermitted units are a title and appraisal problem. Ordinance 4687 (September 30, 2025) updated ADU rules for HB 2928. If an ADU is rented, the city requires the owner to reside on the premises. HUD occupancy under 24 CFR 206.39 still has to match how the property is actually used.

Can I get a reverse mortgage on a Scottsdale condo?

Some Scottsdale condominiums can qualify for a reverse mortgage, but eligibility depends on the property, project, ownership structure, insurance, appraisal, and the specific reverse mortgage program. A HECM generally needs HUD project approval or FHA Single Unit Approval. Proprietary programs may use different project rules. Do not assume a building is approved because a neighbor obtained a reverse mortgage years ago.

Can a duplex, triplex or fourplex qualify?

A HECM can be placed on a 1-to-4 unit property if the borrower occupies one unit as a principal residence. Legal unit count, occupancy, appraisal, and title have to match how the property is actually used. Owning a Scottsdale duplex does not automatically qualify it.

Can a manufactured home in Scottsdale qualify?

Sometimes, depending on the home, the land, the title, the foundation, HUD requirements, and lender overlays. Owning a manufactured home is not the same as owning the land under it. The City regulates manufactured homes under the M-H (Manufactured Home) zoning district, including sections 5.2000 through 5.2004. Parks typically lease spaces. A leased-land park is a different title pattern from a manufactured home on a fee-simple lot with a recorded permanent foundation. Do not treat every Scottsdale manufactured home as eligible or ineligible.

Can I keep my existing first mortgage?

A first-lien HECM or proprietary reverse mortgage generally pays off existing mortgages at closing. A Reverse Mortgage Second can, if the first loan and the property qualify, sit behind a fixed-rate fully amortized first so that first stays in place. Eligibility, proceeds, and costs vary. It is not a default solution for every Scottsdale property. On many City of Scottsdale values, leftover HECM cash after costs is larger than in Phoenix or Mesa, but a remaining first mortgage can still consume it.

What is a Reverse Mortgage Second?

A Reverse Mortgage Second is a proprietary second-lien reverse mortgage. It is not a HECM. It can be relevant when an eligible homeowner wants to preserve an existing first mortgage. Qualification depends on the borrower, the property, the first lien, equity, the lender, and underwriting requirements.

Can I use a reverse mortgage to buy a home in Scottsdale?

Yes, through HECM for Purchase, if you are 62 or older and will occupy the home as a principal residence. You still bring a large down payment. HUD proceeds are the principal limit, not the purchase price. On many City of Scottsdale purchases, MCA is the lesser of the purchase price and $1,249,125. If the price is above that cap, HECM proceeds are still calculated from the cap. A shorter purchase article remains at the Scottsdale purchase reverse mortgage guide.

Can HOA dues or special assessments affect a reverse mortgage?

Yes. HOA dues are a property charge. HUD's financial assessment looks at residual income after those charges. Special assessments and other recorded obligations stay on the tax bill or association ledger after closing. Arizona has not enacted a statewide residential PACE program as of this page's research, but the recorded instrument and the tax bill still decide the file. Check both rather than assuming a golf-community or master-planned address has no extra charge.

Do I still pay property taxes with a reverse mortgage?

Yes. A reverse mortgage does not eliminate property taxes, homeowners insurance, flood insurance if required, HOA dues, special assessments, or the duty to maintain the home. City of Scottsdale property taxes are billed through Maricopa County. Most taxes are calculated from Limited Property Value, not today's sale price. Proposition 117 generally limits annual LPV increases to 5 percent. A reverse mortgage is not a sale and does not by itself reset that base. Senior Valuation Protection, if you already qualify, is a separate Maricopa County Assessor program.

How long does a Scottsdale reverse mortgage take?

Straightforward HECM files Jay originates often close in about 30 to 45 days. Arizona does not have California's seven-day counseling wait. HUD-approved counseling is still required for a HECM. Historic Property Commission review, flood-insurance placement, wildfire-related insurance binding near the McDowell Sonoran Preserve, condo project approval, unpermitted ADUs or guest houses, HOA documents, occupancy documentation for a second home or snowbird pattern, and repair set-asides more often push Scottsdale files toward 45 to 60 days.

Do I have to make monthly mortgage payments on a reverse mortgage?

No required monthly principal-and-interest payment is due on the reverse mortgage itself. You still pay property taxes, homeowners insurance, flood insurance if required, HOA dues, special assessments, and any remaining first-mortgage payment if you use a Reverse Mortgage Second.

Can a snowbird get a reverse mortgage on a Scottsdale house?

A HECM requires the borrower to occupy the home as a principal residence. Seasonal travel does not automatically disqualify the loan, but a house that is actually a second home or a rental is a different occupancy story. HUD still tests occupancy under 24 CFR 206.39. Scottsdale's 65-and-older share is higher than Maricopa County as a whole, so winter-resident files come up often. A listing that says snowbird or winter resident is not an underwriting decision. The occupancy facts on the application, the driver's license, and how the home is used have to match.

Does Jay Zayer serve Scottsdale?

Yes. Jay Zayer, CRMP, is an independent reverse mortgage professional who serves City of Scottsdale homeowners through ReverseMortgage.coach. He is licensed in California and Arizona (CA DRE #01456165, CA DRE #01450361, AZ #1022722, NMLS #307713) and originates as a broker comparing HECM, proprietary reverse mortgages, and Reverse Mortgage Seconds. He lives in San Marcos and does not maintain a public office in Scottsdale.

Do I need 50 percent equity for a reverse mortgage in Scottsdale?

No. A HECM does not use a 50-percent-equity rule. Proceeds are the Maximum Claim Amount times a Principal Limit Factor, then leftover cash after costs and existing liens. On Scottsdale city's Census median of $789,800 at age 70 and a 7.000% expected rate as of 22 September 2026, leftover before liens is about $266,430. After about $266,000 of first-mortgage payoff, almost nothing remains on that median. If the appraisal is above $1,249,125, HECM proceeds are still calculated from the cap. A proprietary jumbo is a comparison on those files, not a substitute for leftover math.

What happens to my heirs if I die with a reverse mortgage in Scottsdale?

On a HECM, your heirs do not inherit a monthly reverse-mortgage payment and are not personally liable for a shortfall (24 CFR 206.27(b)(8)). They can pay the outstanding balance, sell, or deed the home in lieu of foreclosure after the servicer's due-and-payable notice (24 CFR 206.125). If they sell after the loan is due, HUD's sale floor cannot exceed 95 percent of the current appraisal. An eligible non-borrowing spouse named in the original HECM documents may qualify for a Deferral Period and remain (24 CFR 206.55). Proprietary jumbo loans follow their contracts, not automatically those HUD heir rules. A reverse mortgage is not a Maricopa County sale, so origination does not reset Limited Property Value.

What does a reverse mortgage cost in Scottsdale?

HECM closing costs are mostly the same nationwide: initial MIP is 2.00% of the Maximum Claim Amount (ML 2017-12), origination is the greater of $2,500 or 2% of the first $200,000 of MCA plus 1% of the remainder, capped at $6,000 (24 CFR 206.31), plus third-party fees such as appraisal, title, and recording. Annual MIP is 0.50% of the outstanding balance. You still pay Scottsdale property taxes billed in Maricopa County, homeowners insurance, flood insurance if required, HOA dues, and any special assessments. Proprietary jumbo costs follow the lender's contract, not HUD's origination cap. A longer walkthrough is on how much a reverse mortgage costs.

Who should I talk to about a reverse mortgage in Scottsdale?

HUD-approved counseling is required before a HECM application. The counselor is independent of any lender. Arizona does not add California's seven-day counseling wait. A Certified Reverse Mortgage Professional can compare HECM, proprietary jumbo, and Reverse Mortgage Second structures on your parcel. Jay Zayer, CRMP, serves Scottsdale homeowners from San Marcos and does not keep a Scottsdale storefront. Local loan-officer pages are not leftover-cash math on a foothills appraisal above the federal cap.

What is the 60% first-year rule on a Scottsdale HECM?

In the first year, HECM draws are generally limited to the greater of 60% of the principal limit or mandatory obligations plus 10% of the principal limit, and cannot exceed the principal limit (24 CFR 206.25; ML 2014-21). That cap is a disbursement limit. It is not the MIP rate. Unused line of credit after year one follows the note. Paying off a remaining first mortgage is a mandatory obligation and can use first-year room. Proprietary jumbo first-year draws follow the note, not automatically 24 CFR 206.25.

Costs, Obligations, and When It May Not Fit

A reverse mortgage is a loan against the home. Interest accrues. Initial MIP on a HECM is 2.00% of MCA. Origination and third-party costs come out of proceeds unless you pay them in cash. You still pay property taxes, homeowners insurance, flood insurance if required, HOA dues, and maintenance. If those charges are not paid, the loan can be called due.

It may not fit if leftover cash after paying off the first mortgage is too small to matter, if the house is not a principal residence, if the dwelling cannot meet HUD property standards, or if residual income after HOA and insurance is too thin. A HECM is not a grant and not a tax-free sale of the house. Compare it with keeping the current mortgage, a HELOC, a proprietary jumbo, a sale, or doing nothing. Heirs, Surviving Spouse, and When the Loan Comes Due

A Scottsdale HECM becomes due and payable when the last borrower dies, sells, or fails occupancy, tax, insurance, or repair obligations (24 CFR 206.27). Heirs do not inherit a monthly reverse-mortgage payment and are not personally liable for a shortfall (24 CFR 206.27(b)(8)). After the servicer's due-and-payable notice they can pay the balance, sell, or deed the home in lieu of foreclosure (24 CFR 206.125). If they sell after the loan is due, HUD's sale floor cannot exceed 95 percent of the current appraisal. An eligible non-borrowing spouse named in the original HECM documents may qualify for a Deferral Period and remain (24 CFR 206.55). Proprietary jumbo reverse mortgages follow their contracts, not automatically those HUD heir rules.

Origination is not a Maricopa County sale, so it does not reset Limited Property Value. Arizona has no California Prop 19 parent-child exclusion to lose. On a city-median leftover of about $266,430 before liens, heirs still have to decide payoff, sale, or deed-in-lieu. If the house was a snowbird second home, the loan can already be due before death. Historic Property overlay and Indian Bend Wash mapping do not change HUD's heir timelines. See what happens to heirs and the CFPB heir explainer (page last reviewed 25 September 2026).

Other California and Arizona Cities

Nearby Arizona hubs use different flood administration, historic overlays, and leftover-cash math. The California pages are a different license and a different property-tax system. The full list is on service areas.
