Reverse Mortgage in Anaheim, CA

On Anaheim city's Census median of $831,200, an age-70 HECM leftover is about $280,920 before liens, and about $80,920 after a $200,000 first. Santa Ana River and Carbon Creek flood mapping, Anaheim Hills fire hazard, and Platinum Triangle CFD charges change the tax bill and insurance. Homeowners 62 or older (55 on some proprietary programs) can use a reverse mortgage with no required monthly mortgage payment on that reverse loan. You keep title and still pay taxes, insurance, and HOA dues. I live in San Marcos.

Jay Zayer, CRMP, is an independent reverse mortgage broker. This page is the Anaheim reverse mortgage resource on ReverseMortgage.coach. It is written for homeowners in the City of Anaheim, in Orange County, not for Orange County as a whole, and not for Fullerton, Garden Grove, Orange, Buena Park, Placentia, Yorba Linda, or Stanton.

What matters for a Anaheim homeowner

  • City median owner-occupied value is $831,200, below the 2026 HECM cap. Orange County median is $962,600, also below the cap.
  • Age-70 leftover before liens is about $280,920 on the city median.
  • Colony and other historic districts, east Anaheim fire maps, and CFDs change documentation.
  • California Civil Code 1923.2(k) requires seven days after HUD counseling before a final application and fees.

Origination (HUD cap rules) $6,000 (HUD cap)
Third-party costs (illustration) about $4,000
Leftover before liens $280,920

MCA is the lesser of the appraised value and the 2026 HECM limit of $1,249,125. Leftover subtracts initial MIP (2.00% of MCA), origination (HUD-capped), and about $4,000 of third-party costs. Existing mortgages come out next. The calculator and the Home Value Range Estimator are directional only. An AVM is not an appraisal.

A reverse mortgage can let an Anaheim homeowner 62 or older (55 on some proprietary programs) convert part of home equity into a line of credit, lump sum, or monthly advances without a required monthly mortgage payment on that reverse loan. The home remains yours. You still pay property taxes, homeowners insurance, flood insurance if required, CFD or Mello-Roos charges, and any HOA dues.

How much you may access is not the home's value and not the 2026 FHA Maximum Claim Amount of $1,249,125. On a HECM it is a principal limit, then leftover cash after costs and existing liens. City of Anaheim files often need extra review because city medians sit below the federal cap, remaining first mortgages can consume leftover cash, four historic districts can add permit review, Santa Ana River and Carbon Creek flood mapping still has to be checked parcel by parcel, east Anaheim fire maps can affect insurance binding, and some tax bills still carry Platinum Triangle or other CFD line items. Those facts change documentation. They do not create a citywide yes or no. The calculator shows a directional estimate with no personal information required.

Reverse Mortgages in Anaheim, California

Yes, a City of Anaheim homeowner can potentially use a reverse mortgage if age, occupancy, equity, and the specific property meet the program's rules. Eligibility is decided on the parcel, not on the city name and not on the Orange County media-market name.

A reverse mortgage lets a homeowner 62 or older (55 on some proprietary programs) convert part of home equity into a line of credit, lump sum, or monthly advances without a required monthly mortgage payment on that reverse loan. The home remains yours. You still pay property taxes, hazard insurance, flood insurance if required, CFD or Mello-Roos charges, and any HOA dues. The most common first-lien product is the FHA-insured Home Equity Conversion Mortgage (HECM).

HECM qualification is specific. The youngest borrower must be 62. You must own the home and occupy it as your principal residence. HUD-approved counseling is required. California Civil Code 1923.2(k) then bars a lender from accepting a final and complete reverse mortgage application or charging fees until seven days after counseling. The lender runs a financial assessment of property-charge history and residual income. If that assessment is thin, a Life Expectancy Set-Aside can pay taxes and insurance from the loan. HUD does not publish an Anaheim FICO cutoff. Proprietary lenders set their own credit overlays. Unused line of credit after year one follows the note; first-year draws are still capped by HUD's 60% initial disbursement rule (24 CFR 206.25).

For 2026, the HECM Maximum Claim Amount is the lesser of appraised value and $1,249,125 ( HUD HECM , Mortgagee Letter 2025-22). In the City of Anaheim that cap is often not the binding constraint. The U.S. Census Bureau QuickFacts for Anaheim city, California reports a July 1, 2025 population estimate of 341,008, 13.0% of residents age 65 or older, 46.2% owner-occupied housing, a median owner-occupied home value of $831,200, and median selected monthly owner costs of $3,038 with a mortgage and $788 without a mortgage (2020-2024). Selected monthly owner costs include taxes, insurance, and utilities. They are not the mortgage principal-and-interest payment alone.

Those city figures are not Orange County figures. County QuickFacts reports a July 1, 2025 population estimate of 3,149,507, 18.5% of residents age 65 or older, 56.4% owner occupancy, and a median owner-occupied value of $962,600. The city is denser (6,898.8 people per square mile on 50.27 square miles of land) than the county (4,019.7 people per square mile on 792.84 square miles). Fullerton, Garden Grove, Orange, Buena Park, Placentia, Yorba Linda, and Stanton are separate cities. Anaheim Hills is inside the City. A reverse mortgage is originated against a specific parcel, not against a 928 ZIP code or a listing that says "Yorba Linda-adjacent."

What makes City of Anaheim properties locally different is usually leftover cash and overlays, not a jumbo home-value problem on the typical file. City medians sit below the 2026 HECM cap, so a remaining first mortgage, a PACE assessment, or a CFD special tax can use the principal limit. Older housing in the Colony, Historic Palm, Hoskins, and Five Points districts raises historic and permit questions. East Anaheim and Anaheim Hills raise fire-map and insurance-binding questions that west-side tracts often do not. Flood control is a Santa Ana River, Carbon Creek, and FEMA-map question, not a coastal VE story. Those facts affect documentation, leftover cash, and product choice. They do not create a citywide yes or no.

I compare HECM, proprietary reverse mortgages, and Reverse Mortgage Seconds as an independent broker. I do not invent an Anaheim reverse-mortgage count. HUD Snapshot files are loan-level FHA endorsement records. HUD does not publish a ready-made City of Anaheim total, and those files do not count proprietary reverse mortgages.

How an Anaheim Property Gets Reviewed

I start with the grant deed, the occupancy story, and the tax bill, then the overlays. For a City of Anaheim file that usually means: city versus county versus a neighboring city; historic-district status; FEMA flood determination and the City's Floodplain Overlay; whether a homeowners policy will bind, especially in east Anaheim; legal unit count if there is an ADU, JADU, or converted garage; manufactured-home title and foundation if that is the dwelling; PACE, CFD, HOA, and other recorded charges; and then HECM versus proprietary versus a Reverse Mortgage Second on the leftover cash after those items.

I do not treat Anaheim Hills, the Colony, or the Platinum Triangle as a product. Neighborhood names help me know which maps to open. They do not replace an address-level flood determination, a historic-status lookup, or a tax-bill read. The calculator is ungated. It does not collect personal information. It is a directional estimate, not an underwriting decision.

How Much Can an Anaheim Homeowner Get?

"How much can I actually get?" is the question on nearly every first call. You do not receive a set percentage of the home's market value, the appraised value, or the FHA limit. On a HECM those are separate figures: (1) the home's appraised value; (2) the 2026 Maximum Claim Amount, which is the lesser of that appraisal and $1,249,125; (3) the gross principal limit, which is MCA × the Principal Limit Factor for the youngest borrower or eligible non-borrowing spouse at the expected rate; and (4) what remains after mandatory costs and existing liens. Existing mortgages, the 2.00% initial MIP, origination, and third-party costs come out of the principal limit, not out of the appraisal or the $1,249,125 cap.

Because the City of Anaheim's Census median owner-occupied value of $831,200 sits below the 2026 HECM cap, a typical city file sets MCA at the appraised value rather than at $1,249,125. That MCA is an FHA calculation input, not the amount the homeowner receives. The principal limit is still only the age-and-expected-rate fraction of that MCA. An Anaheim home above the cap can still exist. It is not the citywide story. Orange County's county median of $962,600 is also below the cap.

Principal limits below use HUD's General Table at a 7.000% expected rate, as of 22 September 2026. Your file uses the expected rate locked at origination (for an ARM, 10-year CMT + lender margin, rounded to the nearest 0.125%). At 7.000%, age 62 is 31.2%; age 70 is 37.0%; age 72 is 37.2%; age 75 is 40.0%; age 80 is 44.6%. HUD factors are not linear. Ages 70 and 71 are the same cell.

Illustrative HECM gross principal limits on an $831,200 City of Anaheim median-value home at a 7.000% expected rate, as of 22 September 2026. Not a quote.
Youngest borrower age PLF at 7.000% Gross principal limit
62 31.2% $259,334
70 37.0% $307,544
72 37.2% $309,206
75 40.0% $332,480
80 44.6% $370,715

Hypothetical, at that 7.000% assumption: a 70-year-old on an $831,200 City of Anaheim house has an illustrative appraised value, and therefore an MCA, of $831,200, not $1,249,125. The gross principal limit is $831,200 × 0.370 = $307,544, not the appraisal and not the federal cap. Initial MIP is 2.00% of MCA = $16,624. Origination is the greater of $2,500 or 2% of the first $200,000 of MCA plus 1% of the remainder ($4,000 + $6,312 = $10,312). HUD caps origination at $6,000, so origination in this illustration is $6,000, not $10,312. After about $4,000 of third-party costs, roughly $280,920 remains before any existing-lien payoff. If a $200,000 first mortgage must be paid off at closing, leftover proceeds are on the order of $80,920. If a $250,000 first mortgage must be paid off, leftover proceeds are on the order of $30,920. If a $280,000 first mortgage must be paid off, the same illustration leaves almost nothing after costs. That leftover-cash gap is the Anaheim proceeds story: the $1,249,125 federal cap is usually not what limits the file. This is an illustration, not a typical borrower and not a quote. Run a directional estimate on the reverse mortgage calculator before we model your actual liens, insurance, and expected rate.

Unused HECM line of credit grows under the note rate.

Historic Districts and Older Homes

Historic status does not automatically deny a reverse mortgage. It can change how repairs, additions, and ADUs get permitted, and whether the appraiser or underwriter asks for evidence that exterior work was approved. Since 1997 the Anaheim City Council has adopted four historic districts: Anaheim Colony (October 1997, the first and largest, matching the original German Colony bounded by North, South, East, and West Streets), Five Points (October 2004), Historic Palm (October 2006, along what is now Harbor Boulevard), and Hoskins (December 2008, a postwar neighborhood carved from the north end of the Colony). The City also maintains lists of citywide historically significant structures and structures of historical interest.

The Cultural and Heritage Commission advises the City Council on historic preservation. HUD still tests the dwelling under 24 CFR 206.45 and required repairs under 24 CFR 206.47. An unpermitted porch enclosure, window replacement, or garage conversion on a contributor can become a repair or documentation condition. Check the district and structure lists rather than assuming a Craftsman house is or is not designated. See reverse mortgages in a historic district.

Older housing outside a district still matters. Pre-1978 paint, roof condition, deferred maintenance, and unpermitted work show up across the city the same way they show up on a Colony contributor. Those are property-condition issues, not a historic-district denial.

Santa Ana River, Flood Zones and Flood Insurance

An Anaheim homeowner is not automatically disqualified from a reverse mortgage because the house sits near the Santa Ana River, Carbon Creek, or a flood-control channel. Eligibility turns on the parcel's FEMA designation, whether the community participates in the National Flood Insurance Program, and whether a qualifying flood policy can be maintained. The City of Anaheim participates in the NFIP.

The City regulates flood hazard through Anaheim Municipal Code Chapter 17.28 (Flood Hazard Reduction) and the Floodplain Overlay Zone in Chapter 18.28. The overlay covers regulatory floodway and Special Flood Hazard Area shown on the FIRM, plus other areas the City Engineer or FEMA has determined present a special flood hazard. The City's flood-zone page points homeowners to FEMA's maps and notes that a homeowners policy does not cover flood. Check FEMA's Map Service Center for the parcel.

HUD's HECM property rule is 24 CFR 206.45(c). If the dwelling sits in a FEMA special flood hazard area, or is otherwise determined by the Commissioner to be subject to a flood hazard, the community must participate in the NFIP and the borrower must obtain and keep a standard NFIP policy or qualifying private flood insurance, with the mortgagee as loss payee, for as long as the mortgage is FHA-insured. See flood-zone eligibility and the flood-insurance process.

Do not treat a river-adjacent mailing address as a denial. Do not treat a clear FEMA panel as optional insurance if the determination later shows an SFHA.

Anaheim Hills, Fire Hazard Zones and Homeowners Insurance

Inland Anaheim is not a Coastal Zone file. East Anaheim is a fire-map file. The City's Safety Element and Fire Department state that eastern Anaheim, including Anaheim Hills along the wildland-urban interface, is in Very High Fire Hazard Severity Zone territory. The City's Fire Hazard Severity Zones page notes that Cal Fire updated the zones in spring 2025 and that the threat is particularly present in east Anaheim. A VHFHSZ designation does not by itself approve or deny a reverse mortgage.

Insurance binding is part of the first review, especially on hillside parcels. HUD and the lender need a bindable homeowners policy. Get a current declarations page before we treat the file as straightforward. A reverse mortgage that cannot place hazard insurance does not close. Check the current Cal Fire FHSZ maps for the parcel rather than assuming a west-side Anaheim address is outside mapped fire hazard, or that every Anaheim Hills house is inside it. See wildfire insurance and reverse mortgages .

ADUs, JADUs and SB 9 in Anaheim

An accessory dwelling unit does not automatically qualify or disqualify an Anaheim reverse mortgage. HUD still requires the borrower to occupy the property as a principal residence. A permitted attached ADU, detached ADU, garage conversion, or junior ADU can change appraisal, insurance, rental income treatment, and whether the property is a one-unit or a 2-to-4 unit dwelling. An unpermitted garage-to-bedroom conversion is a title and appraisal problem until it is legalized or removed.

The City administers accessory dwelling units under Anaheim Municipal Code section 18.38.015 and state ADU law, and publishes an ADU Express path for certain pre-approved detached plans. Historic-district properties can add design review. The City also adopted Ordinance 6524 to implement SB 9 two-unit projects and urban lot splits. For a reverse mortgage, the practical test is still legal unit count, occupancy, and whether the dwelling HUD will insure matches the permits. See ADUs and reverse mortgages.

Condos, Duplexes, Triplexes, Fourplexes and Other Anaheim Properties

A HECM can be placed on a 1-to-4 unit property if the borrower occupies one unit as a principal residence. Legal unit count, occupancy, appraisal, and title have to match how the property is actually used. A house with an unpermitted second kitchen is not automatically a duplex. A permitted duplex used as one household is not automatically a one-unit.

Some Anaheim condominiums can qualify, but a HECM generally needs HUD project approval or FHA Single Unit Approval. Association budgets, owner-occupancy mix, litigation, and master insurance take extra time. Proprietary programs may use different project rules. The City's Platinum Triangle Mixed Use overlay is a zoning designation, not a HUD project-approval list. Do not assume a building is approved because a neighbor obtained a reverse mortgage years ago.

I will not invent neighborhood dollar bands. Values vary across the Colony, west Anaheim, Anaheim Hills, and mixed-use tracts. The appraisal, not a citywide median, sets MCA when the value is below $1,249,125.

Manufactured Homes and Anaheim Property Rules

A manufactured home can potentially qualify for a reverse mortgage. Eligibility depends on the home, the land, the title, the foundation, HUD requirements, and lender overlays. Owning the home is not the same as owning the land under it. The City maintains a Mobile Home Park overlay zone (Anaheim Municipal Code Chapter 18.26). A leased-land park space is a different title pattern from a manufactured home on a fee-simple lot with a recorded permanent foundation and a cancelled or converted title.

I do not publish a City of Anaheim park inventory I cannot verify. If the dwelling is manufactured, bring the title, any space-rent or park documents, and foundation evidence to the first conversation. See manufactured-home reverse mortgages .

Existing Mortgages, HELOCs, PACE and Mello-Roos

A first-lien HECM or proprietary reverse mortgage generally pays off existing mortgages and HELOCs at closing. Those payoffs are mandatory obligations. They reduce leftover cash. On a City of Anaheim median value, a remaining first mortgage around $250,000 to $280,000 can use most or all of the principal limit after MIP and costs. That is why I model leftover cash before anyone treats the loan as a cash-out event.

Property Assessed Clean Energy (PACE) liens from solar or energy upgrades are recorded property obligations. HUD Mortgagee Letter 2017-18: a property that remains encumbered with a PACE obligation is not eligible for an FHA-insured HECM. The payoff is a mandatory obligation and may be funded from HECM proceeds at closing. Statements often take two to three weeks. Details are in PACE and reverse mortgages.

Mello-Roos Community Facilities District special taxes are different from PACE. They are annual charges on the property-tax bill, in addition to the Proposition 13 1% rate. The City of Anaheim administers CFDs, including CFD No. 08-1 (Platinum Triangle). Orange County bills those charges. HUD treats them as property charges in the financial assessment. High CFD amounts relative to documented income can support a Life Expectancy Set-Aside. They do not automatically deny the loan, and they do not disappear at closing. Check the tax bill rather than assuming a Platinum Triangle or newer-tract address has no special tax.

HECM vs. Proprietary Reverse Mortgages in Anaheim

A HECM is FHA-insured. It requires HUD-approved counseling , California's seven-day wait, financial assessment, and the property tests in 24 CFR Part 206. Initial MIP is 2.00% of MCA for cases originated under the current schedule (Mortgagee Letter 2017-12). Proprietary reverse mortgages are not FHA-insured. Some allow borrowers as young as 55. Some fit condos, manufactured homes, or occupancy patterns a HECM will not take. Some charge more origination. Independence means I put both on the same leftover-cash worksheet instead of selling one warehouse line. See HECM vs proprietary and proprietary programs in California.

On many City of Anaheim values, the HECM cap is not the reason to look at proprietary. The reasons are more often age under 62, a property type a HECM overlay will not take, or a desire to keep a first mortgage. Jumbo proprietary is the exception file here, not the citywide default. Some Anaheim Hills values can push nearer the cap. The appraisal still decides.

Reverse Mortgage Seconds and Existing First Mortgages

A Reverse Mortgage Second is a proprietary second-lien reverse mortgage. It is not a HECM. If the first loan and the property qualify, it can sit behind a fixed-rate fully amortized first so that first stays in place. That can matter when leftover cash after a full HECM payoff would be too thin to bother. It can also matter when the existing rate is worth keeping. Qualification depends on the borrower, the property, the first lien, equity, the lender, and underwriting. It is not a default solution for every Anaheim house. See Reverse Mortgage Second.

HECM for Purchase in Anaheim

HECM for Purchase can be used to buy a principal residence in the City of Anaheim if you are 62 or older and will occupy the home. You still bring a large down payment. HUD proceeds are the principal limit, not the purchase price. Because many city values sit below $1,249,125, MCA is typically the lesser of the purchase price and that cap.

Illustration only, same 7.000% expected-rate assumption as of 22 September 2026: on an $831,200 purchase with a 70-year-old youngest borrower, the gross principal limit is $307,544. If initial MIP ($16,624), origination ($6,000), and about $4,000 of third-party costs are financed from that principal limit, leftover HECM proceeds toward the price are about $280,920, so cash to close is on the order of $550,280 before earnest money and before any seller credit. That is not a quote. Proposition 19 portability, if a later move qualifies under Revenue and Taxation Code section 69.6, is a tax-base question. It does not shrink MIP or raise the Principal Limit Factor. See HECM for Purchase.

Property Taxes, Proposition 13 and Proposition 19

A reverse mortgage does not erase property taxes. California's 1% Proposition 13 rate applies to assessed value, not today's sale price. City of Anaheim bills are issued by Orange County. CFD, Mello-Roos, and other special assessments appear as separate line items. The County Treasurer-Tax Collector publishes Mello-Roos information for charges that show up on the bill. For long-term owners, assessed value and market value often part ways. Selling resets the base. That gap is one of the strongest arguments for staying in the house and using equity here, rather than selling and buying at today's assessed value.

A reverse mortgage is not a sale and does not reset an Anaheim homeowner's Proposition 13 assessed value. The Orange County Assessor still taxes the Proposition 13 base-year value, subject to the annual assessed-value limitation, not the reverse-mortgage principal limit or the current market value.

Proposition 19 (operative February 16, 2021) changed parent-to-child transfers. The California Board of Equalization requires the transferee to use the property as a principal residence (or qualifying family farm) and to file the Homeowners' or Disabled Veterans' Exemption within one year. The excluded amount is the factored base-year value plus an inflation-adjusted cap: $1,044,586 for transfers from February 16, 2025 through February 15, 2027 ( BOE NR 25-02 ). Market value above that cap is added to the new taxable value. Prop 19 also lets certain owners 55 or older port a base-year value to a replacement California home, with an upward adjustment if the replacement costs more. A reverse mortgage does not trigger that reassessment because you stay in the house.

What Can Delay an Anaheim Reverse Mortgage?

Straightforward HECM files Jay originates often close in about 30 to 45 days. California Civil Code 1923.2(k) still requires seven days after the HUD counseling certificate before a final application and fees. These items more often push a City of Anaheim file toward 45 to 60 days:

  • Unclear legal unit count on a duplex, triplex, fourplex, or house with an ADU, JADU, or converted garage.
  • Historic-district exterior work without required Cultural and Heritage Commission or City review.
  • Flood-zone determination, missing flood policy, or an elevation issue near the Santa Ana River or Carbon Creek.
  • Homeowners insurance that will not bind, especially in east Anaheim or a Very High Fire Hazard Severity Zone.
  • Title issues, existing mortgages, HELOCs, tax delinquencies, or PACE.
  • CFD or Mello-Roos charges, including Platinum Triangle CFD No. 08-1, that change residual-income or LESA sizing.
  • Condo HOA documents and HUD project approval or Single Unit Approval.
  • Appraisal repairs, deferred maintenance, or a repair set-aside that still needs City permits.
  • Manufactured-home title, leased land, or missing permanent-foundation evidence.
  • Counseling timing and California's seven-day wait after the HUD certificate.

Anaheim Reverse Mortgage Questions Homeowners Ask

Can I get a reverse mortgage in Anaheim?

Yes, a City of Anaheim homeowner can potentially qualify for a reverse mortgage if age, occupancy, equity, and property requirements are met. The City of Anaheim is in Orange County and is not the same as Orange County as a whole. Fullerton, Garden Grove, Orange, Buena Park, Placentia, Yorba Linda, and Stanton are separate cities. The Garden Grove hub is at Reverse Mortgage in Garden Grove. Anaheim Hills is a neighborhood inside the City, not a separate city. The file is originated against a specific parcel, not against the Orange County name.

How much can I get from a reverse mortgage in Anaheim?

On a HECM, proceeds equal the Maximum Claim Amount times a Principal Limit Factor for the youngest borrower or eligible non-borrowing spouse, at the expected rate locked for the case. For 2026, MCA is the lesser of the appraised value and $1,249,125. Anaheim city's Census median owner-occupied value of $831,200 is below that cap, so MCA is typically the appraised value rather than $1,249,125. MCA is not cash to the homeowner. Existing liens, initial MIP (2.00% of MCA), origination, and closing costs come out first. On a typical city median, a remaining first mortgage of about $280,000 can use nearly all of the leftover principal limit after costs.

What is the 2026 HECM limit?

The 2026 nationwide HECM Maximum Claim Amount is $1,249,125 (HUD Mortgagee Letter 2025-22). That figure is the FHA insurance cap, not the cash an Anaheim homeowner receives. Principal limit, costs, and existing liens still apply.

Is the City of Anaheim the same as Orange County for a reverse mortgage?

No. This page is written for the City of Anaheim. Orange County is a much larger jurisdiction that includes many other cities and unincorporated communities. Permits, historic designation, floodplain overlay, and fire maps change at the city line. Confirm the grant deed and tax bill, not the ZIP code or a listing that says Anaheim Hills or Platinum Triangle.

Does being in an Anaheim historic district prevent a reverse mortgage?

No. The City of Anaheim has adopted four historic districts: Anaheim Colony, Historic Palm, Hoskins, and Five Points. Historic status does not automatically deny a reverse mortgage. HUD still tests the dwelling under 24 CFR 206.45 and required repairs under 24 CFR 206.47. Cultural and Heritage Commission review can matter when exterior work, unpermitted alterations, or appraisal repairs are part of the file.

Can I get a reverse mortgage if my Anaheim home is in a flood zone?

Yes, an Anaheim home can potentially qualify for a reverse mortgage while located in a flood zone. The property must still satisfy the applicable FHA/HUD and flood-insurance requirements. HUD's HECM rule is 24 CFR 206.45(c): if the dwelling is in a Special Flood Hazard Area, the community must participate in the NFIP and a qualifying flood policy must be maintained. The City of Anaheim participates in the NFIP and administers floodplain rules under Anaheim Municipal Code 17.28 and the Floodplain Overlay Zone in 18.28. The Santa Ana River and Carbon Creek affect some parcels. Living near the river is not the same as being mapped in a Special Flood Hazard Area. Check the parcel on FEMA's map, not the neighborhood name.

Does an Anaheim Hills fire hazard zone prevent a reverse mortgage?

No. A Fire Hazard Severity Zone designation does not by itself approve or deny a reverse mortgage. It can change homeowners-insurance availability, premium, and whether the file can bind coverage that HUD and the lender will accept. The City states that wildfire threat is particularly present in east Anaheim. Cal Fire updated Fire Hazard Severity Zone maps in spring 2025. Check the current Cal Fire FHSZ map for the parcel, not the Anaheim Hills name.

Can I get a reverse mortgage if I have an ADU?

An ADU does not automatically qualify or disqualify an Anaheim reverse mortgage. A permitted attached ADU, detached ADU, garage conversion, or junior ADU can affect appraisal, occupancy, insurance, and whether the property is treated as one-to-four units. Unpermitted units are a title and appraisal problem. The City administers accessory dwelling units under Anaheim Municipal Code section 18.38.015 and state ADU law. Historic-district properties can add design review.

Can I get a reverse mortgage on an Anaheim condo?

Some Anaheim condominiums can qualify for a reverse mortgage, but eligibility depends on the property, project, ownership structure, insurance, appraisal, and the specific reverse mortgage program. A HECM generally needs HUD project approval or FHA Single Unit Approval. Proprietary programs may use different project rules. Platinum Triangle mixed-use buildings are not automatically approved because a neighbor obtained a reverse mortgage years ago.

Can a duplex, triplex or fourplex qualify?

A HECM can be placed on a 1-to-4 unit property if the borrower occupies one unit as a principal residence. Legal unit count, occupancy, appraisal, and title have to match how the property is actually used. Owning an Anaheim duplex does not automatically qualify it.

Can a manufactured home in Anaheim qualify?

Sometimes, depending on the home, the land, the title, the foundation, HUD requirements, and lender overlays. Owning a manufactured home is not the same as owning the land under it. The City has a Mobile Home Park overlay zone. Leased-land parks are a different title pattern from a manufactured home on a fee-simple lot with a recorded permanent foundation. Do not treat every Anaheim manufactured home as eligible or ineligible.

Can I keep my existing first mortgage?

A first-lien HECM or proprietary reverse mortgage generally pays off existing mortgages at closing. A Reverse Mortgage Second can, if the first loan and the property qualify, sit behind a fixed-rate fully amortized first so that first stays in place. Eligibility, proceeds, and costs vary. It is not a default solution for every Anaheim property. On many City of Anaheim values, paying off a large first mortgage can leave little leftover cash on a HECM.

What is a Reverse Mortgage Second?

A Reverse Mortgage Second is a proprietary second-lien reverse mortgage. It is not a HECM. It can be relevant when an eligible homeowner wants to preserve an existing first mortgage. Qualification depends on the borrower, the property, the first lien, equity, the lender, and underwriting requirements.

Can I use a reverse mortgage to buy a home in Anaheim?

Yes, through HECM for Purchase, if you are 62 or older and will occupy the home as a principal residence. You still bring a large down payment. HUD proceeds are the principal limit, not the purchase price. Because many City of Anaheim values sit below the 2026 MCA of $1,249,125, MCA is typically the lesser of the purchase price and that cap, not cash to the buyer. California Civil Code 1923.2(k) requires seven days after HUD counseling before a final application and fees.

Can PACE or Mello-Roos affect a reverse mortgage?

Yes. A PACE assessment is a recorded property obligation. On a HECM it generally has to be paid or otherwise resolved before closing because FHA requires a first-lien position (HUD Mortgagee Letter 2017-18). Mello-Roos Community Facilities District special taxes are annual property charges. They stay on the tax bill after closing and enter HUD's financial assessment of residual income. The City of Anaheim administers CFDs, including CFD No. 08-1 (Platinum Triangle). School districts and other agencies can levy additional CFD line items. The recorded instrument and the tax bill decide the file.

Do I still pay property taxes with a reverse mortgage?

Yes. A reverse mortgage does not eliminate property taxes, homeowners insurance, flood insurance if required, CFD or Mello-Roos charges, or the duty to maintain the home. City of Anaheim property taxes are billed through Orange County under Proposition 13. Proposition 19 can matter later for heirs or a move. It does not erase the annual tax bill.

How long does an Anaheim reverse mortgage take?

Straightforward HECM files Jay originates often close in about 30 to 45 days. California Civil Code 1923.2(k) requires seven days after HUD counseling before a final application and fees. Historic-district review, flood-insurance placement, wildfire-related insurance binding in east Anaheim, condo project approval, unpermitted ADUs, PACE or other lien payoffs, CFD documentation, and repair set-asides more often push Anaheim files toward 45 to 60 days.

Do I have to make monthly mortgage payments on a reverse mortgage?

No required monthly principal-and-interest payment is due on the reverse mortgage itself. You still pay property taxes, homeowners insurance, flood insurance if required, HOA dues, CFD or Mello-Roos charges, and any remaining first-mortgage payment if you use a Reverse Mortgage Second.

Does Jay Zayer serve Anaheim?

Yes. Jay Zayer, CRMP, is an independent reverse mortgage professional who serves City of Anaheim homeowners through ReverseMortgage.coach. He is licensed in California and Arizona (CA DRE #01456165, CA DRE #01450361, AZ #1022722, NMLS #307713) and originates as a broker comparing HECM, proprietary reverse mortgages, and Reverse Mortgage Seconds. He lives in San Marcos and does not maintain a public office in Anaheim.

Costs, Obligations, and When It May Not Fit

A reverse mortgage does not erase property taxes, homeowners insurance, flood insurance if required, HOA dues, CFD or Mello-Roos charges, or the duty to keep the home in reasonable repair and occupy it as a principal residence. Those occupancy obligations remain after closing. If they are not kept current, the loan can become due and payable. A longer cost walkthrough is on how much a reverse mortgage costs , including origination fees.

Heirs do not inherit a monthly reverse-mortgage payment. They can keep the home by paying off the balance, refinance, or sell. On a HECM, HUD's non-recourse and 95% rules can cap what is owed if the balance exceeds value. A reverse mortgage is not a transfer of title, so Proposition 19 questions arise later, if the home is sold or inherited, not at origination. See what happens to heirs.

A reverse mortgage may not fit if you plan to move soon, if leftover proceeds after paying liens and costs are too small to matter, if the property cannot meet program or insurance requirements, or if selling is the clearer family plan. I will say so. My test is simple: I will not recommend a loan I would not put my own parents in. Alternatives can include keeping the current mortgage, a conventional cash-out or HELOC if you qualify, a Reverse Mortgage Second behind a loan you want to keep, or selling. None of those is automatically better.

Who Jay Zayer Is

I am Jay Zayer, a Certified Reverse Mortgage Professional. I have spent 18 years focused exclusively on reverse mortgages. I live in San Marcos, in North County San Diego. I do not keep an Anaheim storefront. I originate City of Anaheim files the same way I originate the rest of California: address-level title, insurance, flood determination, historic and permit status, and product math, not a city slogan. I am licensed in California and Arizona (CA DRE #01456165, CA DRE #01450361, AZ #1022722, NMLS #307713) and I originate as an independent broker under ZING Reverse Mortgage Advisors, the same practice behind Reverse Mortgage Coach. Independence means I compare HECM, proprietary, and Reverse Mortgage Second structures instead of selling one warehouse line.

Before I quote numbers I ask what you want your finances and housing to look like five or ten years from now. The most common mistake I see is focusing almost entirely on the interest rate. Two quotes with similar rates can differ a lot in costs and proceeds. Adult children often start out against the loan. The conversation changes once they understand their parents keep ownership and that a HECM is non-recourse. Adult children are my number one referral source.

I was published in HousingWire on reverse mortgage fee transparency, including a $42,000 origination-fee case, because the usual failure in this product is an originator who presents one option as if it were the only one. More background is on the About page, the Reverse Mortgages guide, Ask Jay, and service areas.

What to Look at Next

If you are a City of Anaheim homeowner trying to decide whether a reverse mortgage could work on your specific house, start with the numbers and the property, not a product pitch. Run a directional estimate on the calculator , compare structures on the reverse mortgage guide , proprietary programs , Reverse Mortgage Second , and HECM for Purchase , or ask a narrower question in Ask Jay . The readiness assessment is a useful first pass before we model liens, historic status, flood insurance, fire maps, CFDs, and overlays on your address.
